Traffic Engineering Services, Inc. provides planning, design, and operations improvements for municipal, state, and private sector clients. The company was founded on the experience of Wayne R. Higgins, PE, PTOE, who has over 36 years of experience in the field of traffic engineering. Mr. Wayne Higgins has provided traffic operations engineering and design services to numerous Wisconsin cities and has over 10 years of experience with the Department of Transportation for Madison, Wisconsin. MEET THE TEAM:

Wayne R. Higgins, PE, PTOE
Mr. Higgins began working in Traffic Engineering in 1965 at the City of Racine, WI; followed by City of Kenosha and City of Madison. He established the firm of Traffic Engineering Services, Inc. in 1985. In 1995 he sold the company to Edwards and Kelcey, Inc. He was an Associate Vice President at Edwards & Kelcey from June 1995 to December 1996 where he was responsible for project management, direction and technical support for a wide variety of planning, highway, traffic, traffic-related, ITS and PCS communications site development projects. In January 1997 he reestablished Traffic Engineering Services, Inc. in Elm Grove, WI. Mr. Higgins experience and expertise covers a wide range of private, municipal, county and state traffic related engineering services.  He is also a part-time instructor at UW-Milwaukee.  Traffic Engineering Services, Inc. is in the 31st year of business and has completed over 2,000 projects in the following areas:

Equipment Design-Build and Construction
In addition to the design experience outlined above, Mr. Higgins has designed and built traffic signal and street lighting control cabinet panels, contractor to install traffic signalized intersections, and designed and assisted in the installation of interconnected traffic signal systems (including equipment modification, preemption for railroad, fire and transit) and traffic controller cabinets have been furnished to WisDOT in several cities.  He also designed lighting for roadways, and sports facilities as well as field reviewed test systems for heavy truck weigh-in-motion systems.

In the area of roadway design and analysis, Mr. Higgins has performed intersection and roadway preliminary and final design for a variety of state, county and local agencies and private developments.  He has prepared intersection, roadway and interchange design alternatives at various locations for the Wisconsin Department of Transportation. His design for the intersection of 8th Avenue, Water Street and Indiana Avenue, “A Modified Traffic Circle,” in Sheboygan, WI, was awarded the Under $2 Million, “Public Works Project of the Year” in 1996. A two-lane roundabout design was completed on CTH ZZ/College Avenue in the city of Oak Creek-City of Cudahy at Ace Industrial Drive.

James (Jim) Ito, Senior Engineer

Mr. Ito established the firm of Active Traffic Alternatives, LLC, in 2000. He partnered with Leif Ourston, of Ourston Roundabout Engineering, to present Modern Roundabout design workshops in Vail and Avon, CO. These annual workshops were presented over four years beginning in April of 2001. These workshops were attended by design engineers in the private and public sectors throughout the nation. In the spring of 2008, Mr. Ito partnered with Robert (Barry) Crown, UK, to present a five-day modern roundabout design workshop which included multilane, high-capacity roundabout analysis and design to include spiral pavement marking. Mr. Ito’s experience and expertise covers a wide range of private, municipal, county and state traffic services, including:

In addition to the design experience outlined above, Mr. Ito has designed and assisted in the installation of residential traffic calming countermeasures. He has facilitated numerous community collaborations to address traffic intrusion into residential neighborhoods.

Mr. Ito joined Traffic Engineering Services, Inc. in 2007 to provide design assistance in the area of modern roundabout analysis and design. He assisted in the analysis and design of several single-lane roundabouts. He assisted in the analysis, design, and PS&E preparation for the dual-lane modern roundabout constructed on E. College Avenue and Industrial Drive near S. Pennsylvania Avenue.

Mr. Ito served as the Traffic and Lighting Design Engineer for the City of Milwaukee, Department of Public Works. He managed and supervised the City’s Traffic and Lighting design unit with a staff of six professional engineers and nine technicians; approved all correspondence, engineering designs, annual and special reports, work orders, and expenditures for the City’s $33,250,000 traffic-control infrastructure; prepared ordinances and resolutions for passage and adoption by the Milwaukee Common Council for the installation, improvement, and removal for traffic control facilities; prepared, monitored and managed the unit’s $680,000 annual Capital Improvement Program budget; prepared or reviewed analyses, designs, and cost estimates for various traffic control projects within the city limits; coordinated with adjacent municipalities and the state regarding traffic signal operations; represented the Public Works department at the Common Council’s Public Safety Committee meetings, on a three-week cycle; represented the City Engineer at various public meetings; worked directly with one or more of the Common Council members on complex and controversial traffic control issues, including the mitigation of traffic-related injuries or fatalities; conducted neighborhood meetings to examine traffic intrusion and explore the various traffic calming countermeasures available and/or under experiment by other communities worldwide and collaborated with residents on the measures they preferred; implemented neighborhood traffic-calming countermeasures resulting from various neighborhoods meetings with the support of the local Common Council member; provided supervision of the City’s Street Lighting Engineer; facilitated the production of trouble shooting and detailed maintenance procedure documents by the Street Lighting construction and maintenance electricians; and served as a member of the City’s Safety Commission.

Mr. Ito provided construction activity support and coordination for a new County Airport maintenance and administration complex, including new connecting roads, sewers, water mains, and new airport entry landscaping; monitored quality control and material specifications compliance; conducted technical inspections; interpreted construction plans and specifications for the contractor’s construction foreman; monitored construction progress and prepared weekly reports to the State Transportation Department’s construction liaison engineer; prepared monthly payment requests; prepared construction change orders; monitored labor law compliance and safety program to include giving regular safety meetings with construction workers; supervised construction inspection and collaborated with the inspection technician; tested roadway base course compaction using a nuclear source density measuring device and took core samples of the final pavement for compliance testing by the State testing laboratory.

Ann-Marie C. Bergman, Vice President - Administration/Marketing

Ann-Marie has been with the company since 1987. She began working with the firm on a part-time basis, helping the secretary and doing data collection while in college. After graduating from Carthage College with a B.A. in Business Administration she continued in the Administrative Department and now runs the day-to-day operation of the firm, including contracts, accounting, and marketing. Ann-Marie is your first stop for your project and will see it through to completion.
